UPDATES

  • 5526 (“Farm Bill 2.0”) was introduced by Sen. John Boozman (R-AR), passed by the Senate Agriculture, Nutrition & Forestry Committee (12-11 vote), and sent to Senate General Orders Calendar on September 24th.

The "Agricultural Act of 2026" (Farm Bill 2.0) is a comprehensive reauthorization and reform of U.S. Department of Agriculture (USDA) programs through fiscal year 2031, covering a wide range of agricultural, nutrition, conservation, trade, research, rural development, forestry, energy, and food safety policies. (Includes provisions of the "Healthy Dog Importation Act".) Includes the "Healthy Dog Importation Act" language which was part of the House version of the Farm Bill (H.R. 7567); however, S.5526 adds a provision requiring annual reporting/public disclosure of dog-importation data: "(6) Require the Secretary to annually submit to Congress and make publicly available a report that describes the aggregated data maintained under paragraph (5), including information on the country of origin and purpose of the import."

"Farm Bill 2.0" is most likely a negotiating vehicle as the House version of the Farm Bill (H.R. 7567) also sits on the Senate Calendar.

Sponsor Press Release indicates a "commitment to negotiating in October in order to have a bill that can pass both the Senate and House of Representatives before the end of the year."
Thank you to PAN for the update
