Animal Legislative Update --March 31, 2026

UPDATES

  • Update from the bill sponsor for IL HB 4255 that adds big cats, bears, and primates to the already in place elephant ban: she explains that HSUS and two AZA institutions worked together to draft the language.

  • “Traveling Animal Acts: This bill will expand Illinois' historic ban on using elephants in traveling entertainment exhibits to cover bears, primates, and most big cats. This bill is an initiative of Humane World for Animals, which partnered with Lincoln Park Zoo and Brookfield Zoo to craft the bill. There is an amendment pending that clarifies specific species of large cats that can still be included in traveling exhibits such as Zoo based “animal ambassador” programs as long as those programs still comply with federal law concerning animal and spectator safety.”
